The Personal Care Products Council is actively engaged in international efforts to align global regulatory standards and eliminate trade barriers for cosmetics and personal care products sold worldwide. The personal care industry faces a myriad of regulations in foreign countries. Whether importing or manufacturing locally, countries place distinct requirements affecting the import/manufacture, sale, marketing, advertising, and registration of cosmetics and personal care products.

ICCR

The International Cooperation on Cosmetics Regulation (ICCR) is a voluntary partnership among the health authorities of Canada (Health Canada), Europe (DG-Enterprise), Japan (Ministry of Health, Labor, & Welfare), and the U.S. (FDA), with participation and technical support from the cosmetics industry associations of the four jurisdictions. The multilateral framework provides a forum for discussions on alignment of cosmetics regulations within the member jurisdictions.

REACH

The REACH (Registration, Evaluation, Authorization of Chemicals) Regulation is a European approach to chemicals management. REACH applies to all chemicals manufactured or imported into the EU, and entered into force on June 1, 2007. Pre-registration began on June 1, 2008. The European Chemicals Agency (ECHA) is the regulatory agency charged with managing REACH compliance and implementation.

International Regulations

The personal care industry faces a myriad of regulations in foreign countries. Whether importing or manufacturing locally, countries place distinct requirements affecting the import/manufacture, sale, marketing, advertising, and registration of cosmetics and personal care products. The Council's Global Strategies Department provides guidance, advocacy, and informational resources to assist companies in navigating these complex technical regulations.

Trade Issues

The Council serves as an industry advocate to foreign governments whose proposed or enacted restrictive actions may at times constitute a non-tariff barrier to trade under World Trade Organization commitments. Under the direction of the Council's International Executive Steering Committee, the Council submits comments to foreign governments, engages U.S. government in advocacy efforts, and is a proactive participant in reform efforts in targeted countries. The Council also actively monitors trade policy issues and directly engages in issues affecting our industry.
